Tailored and dynamic capacity building programme to transform local and regional authorities into autonomous early adopters of digitised, integrated, and ambitious Clean Energy Transition plans
Step-WISE empowers Local and Regional Authorities (LRAs) to reduce energy consumption and greenhouse gas emissions by developing tailored Clean Energy Transition Plans (CETPs). The project recognizes diverse local contexts and adapts to different political, geographical, and social landscapes, embedding the “local DNA” into decision-making.
Step-WISE offers LRAs an inclusive support package including Use Case-based learning to build partnerships and understand stakeholder contexts. It provides a unique digital toolkit for creating dynamic, cross-sectoral models addressing energy, socio-economic, and regulatory factors to simplify CETP development.
The two-wave cascade Capacity Building Programme (CBP) trains experts and then local authorities across four Use Cases in Bulgaria, Spain, Cyprus, and the Mediterranean Islands, ensuring knowledge transfer and sustainability through Virtual Knowledge Offices.
Step-WISE accelerates the energy transition by equipping LRAs with skills and tools to develop, implement, and monitor effective CETPs aligned with EU decarbonization goals. The project promotes integrated, cross-sectoral planning tailored to local needs and strengthens local governance in stakeholder engagement.
