REGENeration of neighbourhoods towards a low-carbon, inclusive and affordable built environment
European cities face growing socio-economic and climate challenges linked to ageing infrastructure and inefficient energy use. REGEN develops a digital framework (AFUR) to guide neighbourhood decarbonisation and resilience.
The project pilots in Luxembourg, Spain, Italy, and Ireland, using Urban Digital Twins and participatory tools to engage communities in creating greener, inclusive, and affordable neighbourhoods.
REGEN’s scalable, people-centred & Nature-Based solutions support EU climate neutrality and social fairness goals, advancing sustainable urban regeneration across Europe.
Buildings and how they are designed, built, and maintained play a major role in climate change. REGEN addresses this by promoting restorative and regenerative methods that turn buildings and neighbourhoods into climate solutions. Its holistic Assessment Framework for Urban Regeneration (AFUR) fosters environmental sustainability, economic revitalisation, and social inclusion through participative planning.
Applied in four demo sites, REGEN preserves heritage, integrates new infrastructure, and shifts citizen behaviours. AFUR supports stakeholders in sustainable decarbonisation and climate resilience by using co-designed participatory processes and digital tools to revitalize underused areas, enhance quality of life, and attract investment.
Key Impacts:
- – Decarbonisation and Circularity: Over 30,000 tons of construction materials reused in pilots, through digital modelling of regeneration scenarios.
- – Social Inclusion and Participation: Engages stakeholders and 800 citizens and providing training to 2000 users for lasting behavioural change.
- – Improved Urban Livability and Mobility: Enhances green spaces, mobility, and housing for 21,000+ residents – 20,000 in Milan and 906 in Laredo, raising livability while lowering carbon footprints.
R2M FR leads Exploitation, Dissemination, and Communication activities for the REGEN project.
R2M IT oversees validation of the REGEN approach in Milan’s pilot cluster, including:
- – Development of a Digital Twin for the neighbourhood.
– Preparation of a Climate City contract. - – Promotion of citizen participation processes.
– Design of Nature-Based Solutions (NBS). - – Implementation and acceptance monitoring of mobility interventions aligned with Milan’s Air and Climate Pact.
Particularly, R2M’s digital expertise underpins the Milan pilot in Giambellino-Lorenteggio, by enabling data-driven planning, energy-efficient retrofitting, circular economy practices, and community engagement, contributing to Milan’s urban regeneration and a transition towards a sustainable and resilient urban future.
